Singapore continues to strengthen its position as one of Asia's leading business and financial hubs. The country is pursuing a strategy that combines digitalization, tax incentives, and a drive for innovation.
E-Invoicing measures
One of the main developments this year is the expansion of GST InvoiceNow, the national e-invoicing system designed to facilitate the structured exchange of invoices between businesses. This change supports greater automation of tax compliance.
This measure was implemented on April 1, 2026. Businesses that voluntarily apply for GST registration must use InvoiceNow-compatible solutions to transmit information on certain invoicing transactions to Singapore's tax authority, the Inland Revenue Authority of Singapore (IRAS).
What is InvoiceNow?
InvoiceNow is Singapore's national e-invoicing network and uses the international Peppol standard. These guidelines enable structured electronic invoices to be exchanged directly between companies' financial and accounting systems.
Its objective goes beyond replacing paper or PDF invoices. The initiative aims to progressively integrate invoicing processes with business management systems and the tax administration itself. This reduces manual tasks and improves the quality and traceability of tax information.
Businesses covered by the system must transmit to IRAS information on transactions subsequently reflected in their GST returns, including certain sales and purchases, as well as exempt or zero-rated transactions.
Implementation phases in Singapore
Implementation is taking place gradually. Following the initial phases introduced in 2025 and 2026, the Government plans to progressively extend the requirement to all GST-registered businesses between April 2028 and April 2031, depending on their annual turnover.
According to estimates from the Singapore authorities, this expansion will bring approximately 90,000 additional businesses into the InvoiceNow network.
Digitalization and innovation
The expansion of InvoiceNow is part of Singapore's broader strategy to modernize its business environment and strengthen the country's competitiveness.
Alongside the digitalization of tax processes, the Government continues to promote measures designed to encourage the adoption of new technologies and business innovation. In this context, tax incentives linked to technological transformation and the development of AI projects are becoming increasingly important.
For international groups, this combination of new digital obligations and incentives for technological investment makes coordination between tax, finance, and technology functions increasingly necessary.
What does this mean for international companies?
Multinational companies operating in Singapore should assess in advance how the InvoiceNow implementation schedule will affect them. They should also check whether their current processes and systems are ready to adapt to the new requirements.
Key areas to consider include:
- determining when each entity will be required to join GST InvoiceNow;
- assessing whether existing ERP, accounting, and invoicing systems can be integrated with Peppol-compatible solutions;
- reviewing tax incentives and support available for digitalization and innovation projects;
- identifying technology investments that may benefit from future incentives related to artificial intelligence;
- and assessing the impact of greater tax reporting automation on internal processes and control mechanisms.
The development of InvoiceNow confirms Singapore's commitment to an increasingly digital, integrated, and data-driven tax model. For multinational groups, anticipating these changes will be essential not only to ensure compliance with the new requirements, but also to improve the efficiency of their financial processes and take advantage of the opportunities offered by the country's business environment.
