Bolivia is moving forward with digital transformation of its tax system with remarkable success. The best proof of this is news shared by the National Tax Service (SIN) that it registered more than 30 million electronic invoices by April 2022.

As a reflection of this success, the country has released information on expanding implementation of the online billing system, along with changes to the penalties for issuing non-compliant invoices.

On expanding the online billing system, the start date for the second group of taxpayers selected to implement their online billing system has been pushed from 1 July to 1 August 2022. In turn, the third group of taxpayers selected to implement online billing will begin from 1 October 2022.

In addition, through RND No. 102200000013, the National Tax Service has modified sub numeral 7.7 of Annex I of RND No. 10-0033-16 of 25 November 2016, changing the guidelines for invoices and raising the penalties for non-compliance with the e-invoice regulations.

According to this updated rule, the amount of the penalty (500 UFV in the case of natural persons, sole proprietorships and undivided successions, and 1,000 UFV for legal persons), the parent company and / or contravening branch will be liable for cumulative penalties, up to a limit of 5,000 UFV in a fiscal period. (UFV being the Unidad de Fomento de Vivienda.)

This measure entered into force on 1 July 2022.
